Vietnam Aims to Complete Digital Government by 2030, Focusing on AI and User-Centric Services

Vietnam has set an ambitious goal to fully establish a Digital Government by 2030, transitioning into a Smart Government powered by Big Data and Artificial Intelligence (AI). This transformation is designed to create a proactive, predictive, and user-centric governance model.

The program, approved by the Prime Minister in Decision No. 2629/QÐ-TTg, outlines several key principles and objectives to achieve this vision.

1. Core Principles of the Digital Government Program

  • User-Centric Service Development: Digital services must be inclusive and widespread, centered on the principle of treating citizens and businesses as the core subjects and co-creators of digital services. The goal is to ensure a unified service ecosystem where "no one is left behind."
  • Data-Driven Governance: There will be comprehensive digital transformation across all state agencies, ensuring that all internal operations, management, and leadership are based on real-time data and results-based governance.
  • Data as a Strategic Resource: Data is prioritized as the strategic resource and foundation of the Digital Government. This includes promoting Open Data to boost transparency, accountability, and innovation. National and specialized databases must be built following the principle of being "accurate, sufficient, clean, live, unified, and shared."
  • Modern Digital Infrastructure: Digital infrastructure and technology must be developed to be modern, secure, and efficient. This involves establishing large-scale, green data centers and building unified, shared national and sectoral digital platforms across all levels, from central to local government.
  • AI First for Smart Operations: The program emphasizes smart operation and automation by prioritizing the application of AI (AI First). AI will be deployed in providing end-to-end online public services to ensure efficiency, proactivity, transparency, and personalized user experience.
  • Public-Private Partnership (PPP): Domestic digital technology enterprises are encouraged to participate in developing new applications and services, with PPP highlighted as an innovative model for developing national digital platforms.

2. Key Performance Targets (2028–2030)

The program specifies concrete targets for digital service delivery and smart management:

2.1. Digital Service Provision

99% of citizens and businesses satisfied with online public services.

Proactive Services

50% of essential online public services are proactive, AI-supported, and "personalized" to notify or suggest actions based on life events.

Data Reuse

80% of digitized information/data from administrative procedures is reused.

Data Digitization

100% of administrative procedures records and results are digitized.

Open Data

100% of state agencies provide standardized Open Data.

2.2. Smart Management, Direction, and Operation

Data Governance Maturity

100% of ministries and localities achieve Data Governance Maturity Level 4, and 90% reach Level 5.

Data Sharing

100% of information systems are connected and share data through data sharing services.

AI Adoption

100% of agencies and organizations use at least one AI application for management and operation.

Personnel Training

100% of specialized IT/Digital Transformation personnel are trained and certified in basic data governance.

Cybersecurity

100% of information systems serving the Digital Government must have their cybersecurity assurance approved according to level before being put into operation, along with periodic security checks.

3. Nine Core Tasks and Solutions

To achieve these goals, the Digital Government Development Program focuses on nine key tasks:

  • Improving the institutional and legal framework.
  • Developing digital data.
  • Developing digital applications and platforms.
  • Developing Digital Government infrastructure.
  • Ensuring cybersecurity and safety.
  • Developing digital human resources.
  • International cooperation.
  • Securing funding.
  • Measuring, monitoring, and evaluating implementation.
