Does Vietnam want to amend the business law?

On March 19th, Politburo Member and Prime Minister Phạm Minh Chính presided over a specialized Government meeting on law-making for March 2025 to discuss and provide opinions on 6 draft laws and proposals for new laws.
According to the agenda, at the meeting, the Government will consider and discuss:
- Law on Atomic Energy (revise)
- Law on Water Supply and Drainage.
- Law on Management
- Urban development
- Law on Science, Technology and Innovation
- Law on Efficient and Economical Use of Energy
- Business Law (Amendment Bill)
Speaking at the opening of the meeting, the Prime Minister emphasized that "institutions are the driving force and the source of development", and "institutions are also the bottleneck of bottlenecks and the breakthrough of breakthroughs".
Investing in perfecting and developing laws is investing in development; doing a good job in law-making will create opportunities for development.
Law-making is a mandatory requirement in leadership and direction work; the Prime Minister requires ministers, heads of ministerial-level agencies, and agencies under the Government to directly lead, dedicate time, effort, and intellect to this task
Prioritize resources and infrastructure, use technology to develop laws ensuring speed, quality, and effectiveness. Through this, release the entire productive forces including means of production, resources, human resources, historical and cultural traditions… and all other resources for the socio-economic development of the country.

The Prime Minister requires that during the process of proposing, supplementing, amending, and perfecting legal regulations, 6 clear points must be ensured: the content to be removed; the content to be amended and perfected; the content to be added; the content to reduce and simplify administrative procedures; the content on decentralization and devolution of power; the issues where there are still differing opinions; and other issues that need to be reported to the Standing Committee of the Government, the Government, and the Prime Minister for consideration and direction.
The Head of Government stated clearly that the development of new legal normative documents must ensure the principle of institutionalizing the guidelines and policies of the Party and the State; content that is not yet regulated by law; content that is already regulated by law but has been overtaken by reality. Clarify the content that needs to resolve obstacles; simplify and reduce administrative procedures; decentralization and devolution of power; issues where there are still many differing opinions...
The Prime Minister directs that the development of legal documents must be concise, clear in meaning, easy to understand, easy to apply, easy to implement, easy to evaluate, easy to inspect, and oversee.
He requests that implementation must be carried out quickly, "do it step by step while learning from experience, perfecting, gradually expanding, not striving for absolute perfection, not being impatient"; whatever is mature and clear, proven correct by practice, and widely agreed upon should be applied and codified into law.
Issues that are still fluctuating and developing complexly, especially issues related to socio-economics, then it is necessary to leave room to perfect, summarize, replicate, and codify into law.
