Some Vietnamese Socio-economic Laws Will Take Effect From April 2025

Some Vietnamese economic policies are taking effect from April 2025. These particularly relate to labor management and salaries for private and state-owned enterprises.

I. MANAGEMENT OF SALARIES AND BONUSES IN STATE-OWNED ENTERPRISES

The Government has issued Decree 44/2025/NĐ-CP on the management of labor, salaries, remuneration, and bonuses in state-owned enterprises.

Accordingly, the regulations on the management of labor, salaries, remuneration, and bonuses in state-owned enterprises include:

  • Enterprises where the State holds 100% of the charter capital as stipulated in Clause 2, Article 88 of the Enterprise Law 2020.
  • Enterprises where the State holds more than 50% of the charter capital or the total number of voting shares, as stipulated in Clause 3, Article 88 of the Enterprise Law 2020.

Decree 44/2025/NĐ-CP will take effect from April 15, 2025. The regulations stipulated in this Decree will be implemented from January 1, 2025.

II. FUNDING TO SUPPORT SUSTAINABLE BUSINESSES

Circular No. 09/2025/TT-BTC of the Ministry of Finance guiding the mechanism for managing and using state budget funds to implement the “Program to support sustainable business development in the private sector for the period 2022 – 2025” will take effect from April 20, 2025.

Circular 09/2025/TT-BTC stipulates the expenditure contents aimed at developing an ecosystem to support sustainable business, including: developing documents on sustainable business; connecting businesses with credit institutions and investors; sharing practical experiences in sustainable business; providing training to raise awareness; and building a network of consultants to support small and medium-sized enterprises in sustainable development.

The state budget will support small and medium-sized enterprises (SMEs) in sustainable business development according to Program 167 and as stipulated in Decree No. 80/2021/NĐ-CP on detailing and guiding the implementation of several articles of the Law on Supporting Small and Medium-sized Enterprises. Relevant agencies and organizations are responsible for determining the content and beneficiaries of support in accordance with regulations. The determination of costs, support funds, and support mechanisms shall be carried out in accordance with Circular No. 52/2023/TT-BTC. The level of budget support for each item shall be applied according to the highest levels stipulated in Decree No. 80/2021/NĐ-CP.
